PRES. DECREE 15 February 2006 no. 147 was published on Official Gazette no. 85 on 11 April 2006.
This decree, which came into force on 26 April 2006, sets forth in article 4 that leak control is required as indicated in paragraph 1 for “Refrigerating, air conditioning and heat pump equipment and systems containing more than 3 kg of controlled substances” with the frequency indicated in paragraph 2, to be recorded in the logbook in annex I.
As defined by art.2, controlled substances are those included in groups I and II (CFC chlorofluorocarbons) and VIII (HCFC hydrochlorofluorocarbons) in annex I of EC regulation no. 2037/2000.
The above systems and equipment must therefore undergo periodic inspections with the following frequency:
1) Once a year
For systems and equipment containing between 3 and 100 kg. of controlled substances.
2) Every six months
For systems and equipment containing more than 100 kg. of controlled substances.
Inspection, recovery and recycling activities must be carried out using devices that comply with the requirements of regulation ISO 11650. The leak detector must have a sensitivity of over 5 g/year.
Finally, art.5 sets forth that personnel carrying out the duties described in articles 1, 3 and 4 must comply with the minimum requirements laid down by the State-Regions Conference ; this resolution has not been issued yet.
The logbook described in annex I must follow the structure of the sample shown below. (...)
